Also present were Ragen Cherney, Council Chief of Staff; WendyKearney, County Attorney’s Office; and Nancy Luna, Recording Secretary. CouncilMember Otis called the meeting to order at 4:30 p.m. in the first floor hearingroom, Winchester Hall, 12 East Church Street, Frederick, Maryland. The meetingbegan with a moment of silence followed by the Pledge of Allegiance.

Recognition was given to Catoctin High School on being voted School of the Yearfor the 5th consecutive year by the Maryland Center for Character Education atStevenson University. Recognition was also given to Paul Dial, ChiefAdministrative Officer on his retirement from Frederick County Government after20 years.·        Council MemberKeegan-Ayer moved to approve the agenda as presented.

Council Member Chmelikseconded the motion that passed 6-1 with Council Member Shreve opposed·        Budget Adjustment:Council Member Keegan-Ayer moved to approve thebudget adjustments as presented. Council Member Donald seconded the motion thatpassed 5-2-0 with Council Members Delauter and Shreve opposed
