For the present study it is essential to know the establishment of government post graduate colleges according to year-wise. This was essential to know as the college is older one; it will be having more collections, more users, better infrastructure, better facilities and services than younger colleges. Colleges established prior to 1970 can be considered as older ones and those established after 1970 as the new college. If we compare the sample of responses received with the growth in the colleges in Uttarakhand, it can be observed that only 04 (20%) government post graduate colleges were established before 1970, those are considered as old colleges and 16 (80%) government post graduate colleges are considered as younger. It means that the growth of establishment of government post graduate colleges was increased after 1970. The data regarding the distribution of government post graduate colleges according to their years of establishment is presented in table 4.2.
2Section 12A in The University Grants Commission Act, 1956 define College means any institution, whether known as such or by any other name which provides for a programme of study beyond 12 years of schooling or beyond 03 years of diploma after 10 years of schooling for obtaining any degree from a university and which, in accordance with the rules and regulations of the university, is recognized by the UGC as competent to provide for such programme of study and present students undergoing such programme of study for the examination for the award of such qualification.Total 20 government post graduate colleges are running in the state affiliated to Kumaun and Garhwal University in the academic year 2013-2014. The detailed list of the 20 government post graduate colleges taken up for the survey which gives the general information of the colleges with their name, location, year of establishment, district and region is presented in the following table 4.2.1Government Post Graduate Colleges are public sector educational institutes managed mainly through rules and regulations of government accompanied by University Grants Commission (UGC).
The aim behind the formation of the government post graduate colleges is to provide higher education to undergraduates, postgraduates and doctoral research scholars in various streams and courses recognized by UGC. The government post graduate colleges are fully managed by the government and affiliated to the universities for course structures.The researcher explained the present status and overall picture of the government post graduate colleges into different categories. The data and the details collected through the questionnaire from the libraries of the government post graduate colleges in Uttarakhand state are properly recorded, analyzed and presented systematically in the following sub-divisions:The entire area of Uttarakhand state is divided into 02 different regions. These are Garhwal region and Kumaun region.
Garhwal region is the north-western and administrative region of the northern Indian state of Uttarakhand which is home to the Garhwali people. Kumaun region is an administrative region of the state of Uttarakhand, a mountainous state of northern India which is home to the Kumauni people. Area here refers to the geographical area where the college library is situated. For the present study it is essential to know how many colleges were established are in hill area and how many colleges are established in the plain area. The question asks to know the area of the government post graduate colleges. Section 12A in The University Grants Commission Act, 1956 define “Affiliation” together with its grammatical variations, includes, in relation to a college, recognition of such college by, association of such college with, and admission of such college to the privileges of a university.Total 20 government post graduate degree colleges are in Uttarakhand state. The researcher has selected all the 20 government post graduate degree colleges to examine the present conditions of their affiliation.
Under present study researcher has displays status of the government post graduate colleges in Uttarakhand State. There are two types of status of the government post graduate colleges in Uttarakhand state i.e. Government Aided and Autonomous Government Aided.The University Grants Commission (UGC) provides financial assistance to eligible colleges which are included under Section 2(f) and declared fit to receive central assistance (UGC grant) under Section 12 (B) of UGC Act, 1956 as per approved pattern of assistance under various schemes. This makes the colleges eligible for central assistance from the Government of India or any organization receiving funds from the central government. The researcher has selected 20 government post graduate colleges to examine the present conditions of UGC Approval.
University Grants Cmmission (UGC) affiliation of colleges offering technical education by universities regulations, 2014 define “NAAC” means National Assessment and Accreditation Council, an autonomous body under Section 12(ccc) of UGC Act, 1956.For the present study it was essential to know how many government post graduate colleges are accredited by NAAC. Because as per Government of India it is essential for the government post graduate colleges were accredited by NAAC. Certification and Accreditation is much required in the present environment so as enable to know the quality, strengths, weakness and opportunities of the colleges through an informed review process. NAAC accredited all infrastructure and facilities provided by colleges to students and observed which facilities have given to students as per norms. Total 20 government post graduate degree colleges are in Uttarakhand state. The researcher has selected all 20 government post graduate degree colleges to examine the present status of NAAC accreditation.
The NAAC accreditation provides us with an opportunity to debit our strengths, weaknesses, opportunities and challenges therefore significant efforts have been made to live up to the core values of NAAC and we have made framed the report without any exaggerations. Hence, classification of the surveyed colleges according to the status of accreditation and certification is made and tabulated. A college being accredited usually signifies that it has met certain standards of excellence across its operations. Researcher tried to know how many courses i.
e. Arts, Commerce, Science and Education etc. are available in the college. Therefore the researcher was asked to mention the courses of studies available in their college. This was essential to know because the survey includes colleges of arts, commerce and science courses of studies. If a college having more courses, it will be having more users.
Further, it was essential to know whether the responses received represent various courses or not.Undergraduate education is a level of education wherein a student completes their first degree. The first degree of an undergraduate degree is normally named a bachelor’s degree. An undergraduate degree (also called first degree, bachelor’s degree) is a colloquial term for an academic degree taken by a person who has completed undergraduate courses.
The most common type of this degree is the bachelor’s degree, which typically takes at least three or four years to complete.A post graduate or master’s degree is the first level of graduate study. To apply for a post graduate or master degree, you usually must already hold or completed an undergraduate degree (a bachelor’s degree). Hence, there are 20 government post graduate colleges who are offering postgraduate courses and are affiliated to Garhwal and Kumaun University. To know the type of courses being offered at the post graduate level by different government post graduate colleges, information was sought through a question and the data in this regard course wise distribution of colleges is presented in table no. 4.
3.2A college library is a library that is attached to a college education which serves two complimentary purposes i.e. to support the college curriculum, and to support the research of the faculty and the students. A college library is a best source for students to enlarge their mental horizon and intellect and a pool of knowledge for the development of a wholesome personality of a student. It is the pivot around which all the academic activities of a college revolve.
Thus, a college library is considered as an instrument of instruction. It exists to support the objectives of the college through meeting the needs of user.The entire area of Uttarakhand state is divided into 02 different regions. These are Garhwal region and Kumaun region. The following table 4.4.1 shows the location of the library of the government post graduate colleges according to their region-wise.For the present study it is essential to know the establishment year of the government post graduate college libraries.
This was essential to know as the college is older one; it will be having more collections, more users, better infrastructure, better facilities and services than younger college libraries. All the librarians replied that they do not start the process of library automation. Most of the libraries do not have internet connection in their libraries. Most of the college librarians are not having computer knowledge, but most of the librarians/ library staff replied that they don’t have provide any personal computer/ software in the library.
A librarian is a person in-charge of a library and who works professionally in a library providing access to information and sometimes social or technical programming. College librarian requires a significant amount of formal education. In addition, a librarian provides instructions on information literacy. Traditionally, a librarian is associated with collections of books. The role of a librarian is continually evolving to meet social and technological needs. A modern librarian may deal with provision and maintenance of information in many formats, including: books, electronic resources, magazines, newspapers, audio and video recordings, maps, manuscripts, photographs and other graphic material, bibliographic databases and web-based digital resources.
The librarian is responsible for planning and developing the library of the college and provides the necessary library service to the students and staff of the college. He is responsible and report to the principal in all matters connected with the library activities. College librarian is usually required to hold a post graduate degree from a library school such as a master’s degree in Library and Information Science (MLIS).
Library and Information Science is an inter-disciplinary professional course leading to CLIS, BLIS, MLIS, M.Phil.(LIS) and Ph.D. The post of college Librarian is considered as the post in academic cadre as they are covered under UGC assistance. The qualifications and pay scales of librarian post are decided by the UGC Regulation (2010) and are accepted by the Government.
Therefore, the respondents obtained information from the librarians about their professional qualifications. Higher professional qualified librarian leads to better library management, ultimately can provide better library services than non-qualified librarian. They are usually required to hold a post graduate degree from a library school such as a master’s degree in Library and Information Science (MLIS).
A college is the important institution of higher education. It is only possible to provide the right information to the right user at the right time when the right professionals are employed and developed. In the LIS field, library professionals are considered as major resource of workforce. It motivates the entire system of library while providing various arrays of services. Well qualified and professional staff is the prime need of every library vital for the efficient and effective functioning of any library.
In the absence of a qualified and trained staff, it may be difficult to fully exploit the activities at the libraries and needs of users. The professional staff is one of vital resources of a library, which perform various function and duties to fulfill the objectives of the library. Adequate number of staff having the professional knowledge is the essential component to achieve the desired goals and the objectives of any library efficiently and effectively. Information gathered about various categories of library staffs working in degree colleges libraries are obtained and the same are categorized in different categories based on their academic and professional qualification. These are:An Assistant Librarian is a skilled library and information professional trained to perform the day-to-day functions of a library and assists librarians in the acquisition, preparation, and organization of information.
The assistant librarians are responsible to manage the various library activities carried out by the librarian and provides the necessary library service to the students and staff of the college.
