Many valuableservices that providers already deliver, such as effective preventive care orcoordinated post hospitalization care, are generally underprovided becausedoctors and hospitals do not have adequate financial or other support toprovide them. Without payment reforms that give providers the support they needto be increasingly accountable for delivering better care at lower overallcost, individual, incremental delivery reforms or interventions are unlikely tobe adequate to address the major gaps in quality and value that currently existin the U.

Itappears that a coming rule will expand a kind of short-term insurance planintended for people who are in between jobs, making those plans available tomore consumers who wish to find an insurance option that is cheaper and lesscomprehensive than those available in the Obamacare marketplaces. If a lot ofpeople decide to buy these short-term or association insurance plans, that willmost likely leave fewer Americans in the Obamacare markets.The results are clear: Health care reform works and has alreadybenefited millions of seniors, women, children, and young adults.

If at twoyears the Affordable Care Act is already helping millions of Americans accessquality, affordable health care, we have a lot more to look forward to.
